ARPT’S Working Visit Of Guinea To Benin: Benchmarking On Arcep’s Legal Status And Technical Resources

On 13 and 14 December 2022, the Regulatory Authority for Electronic Communications and Post (ARCEP BENIN) received a delegation from the National Council of the Telecommunications and Post Regulatory Authority (ARPT) of the Republic of Guinea, led by Advisor to ARPT, Mamady Keita as part of a benchmarking mission at ARCEP BENIN.
According to Mamady Keita, this working visit aims to better understand the conceptual basis of regulation in Benin and the organizational and functional implications of the legal status of the Regulatory Authority of Benin with regard to Law No. 2017-20 of 20 April 2018 on the Digital Code in the Republic of Benin. The delegation of Guinea also took a particular interest in the technical resources available to ARCEP BENIN in the context of carrying out its regulatory missions.
A working session with the members of the Regulatory Council of the Regulatory Authority of Benin, chaired by Flavien BACHABI, was held during the first day of this mission.
The parties exchanged at length, without detour, on the legal status of the regulatory authorities in Benin and Guinea and extended their reflections on the analysis of the impacts of legal statuses in the implementation of regulation. They did not fail to address the issues related to the regulatory options of the statutes of the national regulatory authorities for electronic communications and the changes they hope to see achieved for the effectiveness of regulation in their respective countries.
The ARPT delegation of Guinea visited the ARCEP BENIN Technical Centre located in Hêvié where it was able to see all the technical equipment and materials, including drive test measurement chains for monitoring the coverage and quality of service of mobile networks, mobile frequency control stations, the system for permanent monitoring of the quality of service, the chain for measuring the level of exposure to the effects of non-ionizing radiation, the test laboratory for radio equipment and terminals, etc.
The delegation of Guinea was satisfied with this working visit, from which it was able to draw on a wealth of information from the rich experience of ARCEP BENIN and the changes in the legislative and regulatory framework applicable to the regulation of electronic communications and postal services in Benin.
