Colombia To Buy IoT Hardware, Software And Consulting Services For Smart Cities Programme
Colombia’s national digital agency (AND) has launched a tender for a smart cities programme that will see it purchase IoT hardware and software, as well as related consultancy services and technology transfer.
ICT ministry MinTIC, which is partner of AND in the programme, said in a statement that the tender entails the development of five pilots in Armenia, Corozal, Barrancabermeja and Valle del Cauca.
The tender has a reference value of 3.40bn pesos (US$913,000), according to public procurement website Secop.

“In Colombia’s cities and territories there are a series of initiatives, projects, developments around smart cities; however, the vast majority are carried out independently, they do so without following an overall strategic plan,” said AND in a recent study supporting the tender process.
A platform based on open source, known as Plataforma Integral Convergente, will oversee the pilots to handle all data in a standardized way.
The smart cities programme, which is focused on mobility, public safety, the environment, agriculture and public services, is not new and has undergone several modifications at MinTIC.
Two years ago, the government said it had mapped 60 cities with the potential of becoming smart ones, with a high degree of digital delivery of public services and widespread ICT access for inhabitants.
It was only in March that MinTIC held a public consultation on a draft project for the implementation of the programme.
The focus of the consultation was feedback from municipalities regarding a technological tool for self-diagnosis of local problems and bottlenecks, as well as to assess how the ministry could support municipal authorities in implementing the smart city initiatives and the best way to monitor the process.
