The Togolese Electronic Communications and Postal Regulatory Authority (ARCEP) warned operators Moov Africa Togo (Maroc Telecom) and Togo Cellulaire (Axian), will face penalties if quality of service is not improved.
In a translated statement, ARCEP stated Moov was non-compliant to its standards by 63 per cent and Togo Cellulaire by 51.4 per cent,.
ARCEP said the operators continued with these serious violations and supplemented with “weak improvement” in service quality over the last 18 months.
The regulator opened sanction procedures on March 14 against the operators which was done following an investigation in accordance to set rules and was transparent to both.
ARCEP gave Moov and Togo Cellulaire formal notice of their sanctions and have six months to invest to improve their services or face penalties that were not detailed.
Moov was warned by Arcep last year for its network outages which were deemed “serious breaches of its obligation of permanent, continuous and regular availability of mobile electronic communications services.” The operator was fined in 2021 to the tune of US$1.1 million for the same offences.
